I feel you on that, but it's not totally left to the chapter's discretion. Some "governing" body (regional director, chapter advisor, etc) has to approve the chapter's selections. And if the chapter tries to only pull through the two A+ caliber individuals (out of 400), the HNICs will think something's up (only picking your friends, pre-pledge weeding-out, etc), and make the chapter add another thirty B caliber folks. As tight as all the orgs' HQs have gotten on hazing, small selection percentages will always signal something isn't flying right.

I think the ideal solution would be to institute both an application and a line cap on the National level. IE... only the first 300 applications submitted will be reviewed, and from those, a maximum of 40 individuals will be selected.

Representing that 1913...
