THANK YOU HONEYKISS That was simply what I was stating, there are many forms of welfare(gov't assistance) so what about those people, should they be required to be tested. Also, what will happen if the test comes back positive. It is easy to implement a RULE but what about rehabilitation or anything of the sort if the rule is broken.
