I'm DEFINITELY not in favor of this. It's going to just be another way that little countries can try to get $$ from the US -- or get revenge against Americans for various things.
I truthfully don't see why anyone would support this idea. Countries should be able to enforce their own laws and not be subject to laws that they had no part in making.
