My solution would be to let nationals know. Not all chapters are visited because they have "problems," and the chapter doesn't need to know that's why they're being visited.

I found myself in a somewhat similar position when I wanted to help a chapter out but found out some of their activities that appalled me, so I told nationals. I have less personal ties with that chapter, but it still alarmed me that those kinds of actions were acceptable in that chapter.
