I think if you are a DZ legacy you need to let the recruitment team know or your relative does. If DZ was handing out rec forms to other NPCs at UF then I think if you don't know a DZ then pick your strongest NPC rec and get it to the DZ team. Pick a rec from someone who really knows you well.
