I'm pretty sure Ohio State had more than 7 since quota was 50.

Given that that chapter was reported as only getting 18 new members last year when quota was around the same size, it's possible it was 7. There's a couple ADPi chapters I can think of (and a chapter I used to work for) who struggle mightily with formal recruitment.
