Huh, huh, huh. You said "flush."

Anyway - here are some hints.

Ben Franklin said "We must hang together, or we shall all hang separately." That is so true for the Greek system!!! Don't talk bad about each other EVER - that really turns rushees off. Try having an all-sorority retreat (at a "neutral" place if available, if not at someone's house) where you can all work out problems within the system and that you might have with each other. You have to really mean "no matter the letter we're all Greek together" and not just use it as a catchy slogan.

Appeal for help from your alumni. Make sure they come back and support school events, always mentioning their affiliation. See if they will endow a scholarship - if not within one org, for all the sororities. My alma mater (similar to the SUNY schools) has finally woken up to the fact that Greeks do a lot for the school and has been very helpful to my chapter in our planning of a reunion. Plus if rushees see this, they will realize Greek life really is for a lifetime!

If you have an advisor - make sure that they are really on your side, not just a Greek advisor in name only, collecting their check and bowing to the anti-Greekness of the administrators. Once again, alums help here. If they are not doing their job tell your alums to speak up.
