I believe they're supposed to be moving in the year after they return to campus. Not sure where Phi Sigma Sigma is going to go-maybe the TKE/APhi house?
OP, I was a sorority house director and chapter advisor at URI last year for two different sororities. I'm sorry your recruitment experience had to end early, but I cannot stress enough that there will be absolutely be COB opportunities in the spring and fall at URI if you're still interested in joining. Keep an eye open for sororities advertising open house events and if you're friends with any sorority members mention to them that you're interested in sorority membership.
