Yes, I was on the internet in 1989. Mailing lists, and bulletinboards, gopher and ascii art. And dialup well into the 1990s. I was involved in a private effort to create a web page for my national fraternity in 1999-2000 and finding sites for all of the schools was quite difficult at that time. Not all schools had domains.
