How are these variable quotas working? It seems like (in this instance anyway) it just means one sorority gets a much larger pledge class. Is it a question of bidding up to total, or are they already at total and most are far over?

(I realize this is worded clumsily.)

I am also curious. I've noticed from comparing IP's greekrank lists year-by-year there tend to be one or two different groups on some campuses that always show a much lower formal bid number, and not all of those campi allow/use variable formal recruitment quota.

If one or two groups gets a much lower number than everyone else, they probably just missed quota. In the Samford case, I think they were trying to help the recently colonized chapter grow to the same size as the rest of the chapters.
