OK, I can't really answer your question 'cuz I don't go to UF, but I can tell you one thing: Snap Bidding is not the same thing as COB.

Snap Bidding is done right after bid matching, before bids are handed out. They take the list of girls who didn't match (and that includes any who dropped out of Recruitment during the week) and give the sororities who didn't make quota the opportunity to "snap them up." (It doesn't matter whether the woman attended the sorority's preference. Usually the sororities have a third snap list as well as their first and second lists). Women who are snapped are not bound by the same one-year rule as women who are matched through the preference system. However, the woman who is snapped and the Greek Advisor and chapter Membership Advisor (and maybe the chapter Membership Chair) are the only ones who know that a woman was snapped (though other sisters might be able to figure it out if the woman didn't go to their Pref party). The woman who is snapped becomes a part of the pledge class and counts toward quota. However, if the chapter is under total after the pledge class has joined, they may still COB, regardless of who drops out. If the chapter is over total, they may not COB. However (correct me if I'm wrong, PnguinTrax) if enough NMs drop out and the chapter falls back down below total, then the chapter may COB. COB is informal recruitment. It can happen at any time and any chapter who is below total may COB.
