Because if it's the latter or the former isolating one country is not going to do it b/c If I remember correctly there are a lot of other countries that were financing/harboring terrorists groups: including but not limited to the United States.

That's a good question. Do they have the evidence? Maybe they should also sue the US Gov't for the part that it, too played
leading up to the 9/11 events....
