That's basically why most sororities would do it, unless there is a huge stigma on campus about coming in under quota. What I love is when a national tells the chapter to bid anything with a pulse to get numbers up, so the chapter does, then 4 months later the national comes back and tells them they should be more selective.
Arrgh, don't even wanna go there.
