It just really depends on the vibe of the school. I can see some schools having a "not wanting to be left out" of informal rush mentality. Others (and I would fit into this category) hated rush enough that keeping it to once a year would be worth it. If they dropped total, the more struggling chapter would really benefit since they would likely pick up some of those girls who are going to the more competitive chapters who then wouldn't qualify to take girls through informal.

It sounds like they are figuring total based on the largest chapter instead of the average chapter. That really isn't helpful.
