This is extremely oversimplified, but it is essentially the number of PNMs attending preference divided by the number of chapters.  (Reiterating that this is extremely simplified.)  So, if 500 PNMs go to preference (the final parties of recruitment) and there are 10 chapters, quota would be 50.  Taking quota is seen to indicate a healthy chapter and missing quota can be a sign of struggles.
