No. Alums are highly unlikely to write recs for strangers whom no one can vouch for.

I have friends who are going to Alabama and even after asking everybody they knew there were some sororities that I guess aren't well represented in Texas. They signed up with our area Panhellenic and asked for the area Panhellenics for the 3-4 sororities they needed. For one of them they discovered that a new teacher at our high school is an alumna. There are some threads here on GC about finding recs that are kind of helpful.
