"Star" PNMs can vary from chapter to chapter. I would expect that the chapter has done some self assessment and determined what kind of women they need to improve the chapter....higher grades if the overall GPA is lacking, dancers if they need some for the recruitment skit, etc. Then the recruitment team would assess the PNMs based on those needs and rank them - so that what might be a star in one chapter wouldn't even make the list in another. It's individual to the chapter. Don't compare yourselves to others. Compare yourselves to the standards your org has set out.
