UNT is a tough school for Greeks to get established b/c it is very much a commuter school. I don't see HQ agreeing to a recolonization effort for at least another 2 years or so (usually try to wait about 4 years) if they would even consider it at all. My guess is that in order for them to say OK, you would have to already have a large (50 or more members), high quality local group behind you for them to even think it was worthwhile.
Keep in mind, this is all speculation on my part, though...I have no authority for that, other than what I've observed on other campuses.
