If I had to guess off the top of my head, I'd say it was a local at one of the New York State schools. National organizations were prohibited from having chapters at the SUNY schools. It may have been short-lived. I recall a friend from high school who went to SUNY Potsdam in the 1970s and was a member of a local that was several decades old.
But then again, I could be totally off base.
