Smallest percentage of charters active?

I hate to rain on the Alpha Phi parade, but I used CTRL+F to search through IrishPipes' list of chapters and roughly counted 49 closed Alpha Phi chapters. It's definitely more than 7.

I also think it's more like 159 chapters open.
