BadCat25 - a PNM that refuses to maximize her options on her MRABA cannot be a Quota Addition. We will never know if she was a QA-NM or not. If she
SIPed her first choice, so was not eligible for QA but was
not high enough on her SIP Chapter bid list she would have had
no bid at all. It's a question of whether you want to be Greek or not. It is playing odds without knowing all the variable but such is life.
