They call people. For instance, the city that I live in has several high schools in it, so it would be impossible for a sponsorship chairman to know every girl at every school... but she could call me about girls who attend the school where I teach, and I might be able to help out there. It's all about getting in touch with people to find people who know the PNMs so that we can have a rec on file for every possible PNM.
