I am not going to lie, it is tougher as a junior. However I have known plenty of girls at A&M who have had successful rushes as upperclassmen, this includes me. I was a transfer to A&M from a private school that had no NPC sororities. I rushed as a junior, and couldn't have been happier with the house I joined. The best thing to do is make sure you have good recs, and follow it all the way through. Also, do you have any friends already at A&M that are currently sorority members? Maybe they can offer you advise, as well as introduce you to some of their other sisters.
