Yes, it is early but I am pretty sure those tests are accurate when administered a week after conception may have taken place. I don't want to tell you for sure that she's not pregnant but I think that you can relax a little bit more.
When girls have been on the pill for a while and they are regularly taking it, their chances of getting pregnant are very slim.
Might I suggest that you tell her to visit a gynecologist? They can do a blood test which is 100% (or close to) in pregnancy detection. That way, you will know for sure whether she is or isn't.
