Students often choose to rush during the winter due to D-plan and
athletic conflicts, according to Sandmeyer. Others opt to rush again in
the winter if they are unsatisfied with the houses that offers them bids in
the fall, Sandmeyer said.

So was winter recruitment informal? It's not clear whether the big rush is fall or winter. And what was quota? What is total, and is everyone at total now? And do I have this right that there are 3 locals and 5 nationals? And if a girl declines a bid in the fall, can she really re-rush in the winter? And then may I gripe a little about poor writing and worse editing?
