As for the eyeshadow get the Urban Decay Naked Palette. It has 12 full size neutral shadows, a double ended eye pencil AND an eyeshadow primer for $44 - which is normally what you'd pay for THREE UD eyeshadows!! It's back ordered like crazy right now but get on the waiting list. This is one thing that actually lives up to its hype.
Eyeliner: Revlon ColorStay.
Brushes: EcoTools.
Chanel Inimitable is a fantastic mascara, but it's also $30 a tube.
As for blush there are a lot of good ones out there.
