In Hannah's case, it sounds like they've been working w/ the GLC from the beginning and he/she wants a group to be chosen that will take them all.

The group had been around for about a year prior to the beginning of expansion presentations. They weren't a local sorority, but they were a pretty established group, and most of them knew each other outside of their interest to go Greek. They were one of the reasons we decided to go through expansion.
