Because the gaming industry is self-regulated (w/re/to: ratings), and making this law would require "codifying" or governmental oversight of the ratings. This is problematic, as it could range from creation of a gov't agency to a total boondoggle and really anything in between. Additionally, it's a can of worms for other forms of art/media.
