Oh yeah. That happened to many girls that I know, including my Rho Chis. A lot of people drop out of recruitment half way and decide it isn't for them, which would be after the chapters decided who to invite for house tours. It's very plausible that some girls they invited would not be interested in them or drop out of recruitment all together, which leaves room for girls who were passed over to be in for consideration again. All of the Rho Chis I've talked to said everything changes and that just because you're not invited somewhere for house tours doesn't mean they aren't interested or won't consider you for pref. It just means they didn't know enough about you, but at house tours you get much more time and they get to know you better and hopefully change their minds.
