My hair used to do the whole straight on top thing too. The most recent cut I got though, I had it layered a bit more than usual. The shortest layer is about chin length, so you can't even tell its layered, and when blown out it looks really sleek and stylish.
However, when curly, the layers have the amazing effect of taking the curl all the way to the root. It looks much better than it did when it was all one length.
My hair is about an inch or two past my bra strap on my back and pretty think, so the layers also made it appear way more under control when curly, despite making it curlier.
