Be an involved and enthusiastic new member. Do beyond what is required in your NM period. That's really the best thing you can do.

Yes, but you should wait until you get a bid first

It's ok if you mention you hope to have a leadership role in the sorority you join, but I wouldn't go further than that until you're a member.
