Well, the chapters at the school are A Xi D and ZTA currently, so he's kind of right since that's all that the school's Panhel is made up of, but he makes it sound like the expansion packets are getting sent to their nationals or something.

The chapter should vote on what their Panhel delegate does (and I'm sure sometimes they get "nudges" from their HQ) and the delegate votes accordingly, but if she wants to go rogue and vote otherwise...she can. She'll probably lose her office or get terminated for doing so, but she can do it.

However, in this case there's an interest group involved, so hopefully if the interest group says "we really like PQR and we can't stand JKL" the Panhel members won't pick JKL just to be jagoffs.

Yes, the chapters make up NPC and I meant the delegates of ZTA and AXiD would vote, not myself in particular. The groups interested in expanding to UTEP sent in their packets to the Greek Advisor and those that ND are interested in will give a presentation open to all of NPC members.
