You're not talking about a literacy test -- the sole purpose of that is to screen out the people who can't read. Historically, that overwhelmingly meant minorities.
You're talking about a knowledge test -- a test to see how well people understand government and/or the positions of the candidates. I have a
very hard time imagining how this could be done constitutionally.
