No, you're correct. There are plenty of "tri-state areas" throughout the country, but if you're in New York you're referring to NY/NJ/CT.

Also regarding the "outlying boroughs:" New York City has five boroughs - Manhattan, Brooklyn, Queens, Staten Island, and the Bronx. So saying anything is a "borough of Manhattan" is incorrect because Manhattan is itself a borough.

The people who told me Tri-State included PA were all from New Jersey and went to school in Philadelphia, New York City, or elsewhere, so this makes more sense to me as I was on the receiving end of their perspective. Also Connecticut doesn't touch New Jersey and my construct of Tri-States is all of them touching (example Idaho Oregon Washington; Montana Idaho Wyoming). Long Island is protecting Connecticut from New Jersey.

At least I knew the borough thing was all wrong

Ahh, gotcha. Your version of the tri-state area would make sense for people from South Jersey, were they have a lot of interaction with Philadelphia. Honestly the phrase is very relative, but in terms of the show they probably mean NY/NJ/CT.

As someone who grew up in PA (Philly side), I consider the tri-state area to be PA/NJ/DE. Whenever you watched the local news, that would be the regions highlighted as well. But I agree, it is going to be relative to where you are located.
