Maybe a parent lost his/her job and she can't afford school #1 anymore.
Or maybe college #2 wouldn't let her in with her HS GPA or the classes she took and the classes she is taking at college #2 will remedy that.
I know it looks a little fishy, but there are people with legit reasons to do something like this.
