Why is it not an option to pledge a different chapter your second year at FSU, but it's okay at other schools? Just curious.

It is more difficult to get a bid as a sophomore or junior at alot of the bigger schools in the south like FSU. The chapters mostly prefer freshmen, as they will be in school for 4 years as opposed to 2 or 3.
