You are "cut" by a chapter when they choose not to invite you back after one of the rounds.
So if you attend Alpha, Beta, and Gamma, and the next day, only Beta and Gamma are on your schedule, you have been released (or "cut") by Alpha.
Also, if you attend 2 chapters for Pref, those are the 2 you should be ranking at the end. It makes no sense to include chapters that you did not attend for Pref in your final rankings because you won't get a bid there.
