I've never heard of a "junior transfer quota."

There ARE schools who have an upperclassman quota that allows them to take on a certain number of non-freshmen without having them count in the "regular" or freshman quota. That certainly encourages houses to take on a few upperclassmen. But it's not SPECIFICALLY for transfers.
