Alot of times it has to do with enrollment going up, which increases the number of girls who are interested in recruitment and sorority life.

I know that I have heard from older alumnae that quota at my school was once in the 40s-50s, back in the 80's when there was a resurgence of interest in Greek Life (post May 4th and Vietnam).
