I went through formal at GW last fall, and I was cut by all the sororities. I was hoping to try to be a part of the Chi O colony, but it sounds like it'll be really tough, and it would be really embarrassing to not get a bid two years in a row. Was the Pi Phi colonization more competitive than formal recruitment?

The only people you will have to be "embarrassed" in front of are the national officers and volunteers who come to choose the colonizing members for the new Chi O chapter. None of the other sororities will be sitting in on their selection meetings or going over their interview lists or anything like that. So if that was troubling you, don't worry about it.

I'm sorry things didn't work out for you. It's tough to say whether a colonization is more competitive than formal recruitment since they are entirely different processes.

You have nothing to lose by aiming for Chi O -- to be honest, enough girls go through recruitment at GWU that it's likely few people will remember you didn't get a bid last year. And like 33 said, the only people who will really know if you don't get a bid from Chi O are the national officers who will be running the colonization.
