Jeannine, I was about to say the same thing! The more "extra" badges a member has, the more likely they are to pop up on ebay if that member suddenly has an issue with her chapter.
If by "new" sister, you mean a new initiate, I'm sure the chapter could just order one badge less from their badge order.
