TriDeltaGal is so right. It's just like recruitment...don't get your heart set on anything, the right chapter will be there for you when you're ready and they're ready.
I used to work for Tri Delta Executive Office and they did expansion according to so many factors, which most groups hold the same. It depends on the success of formal recruitment of NPC groups on campus (if they're already there) over the past 3-5 years. It depends on how many women are on campus, how large the campus is, what type of housing is available, if any. THe support of the Greek system is key (if there is a greek system). Some groups won't go on campuses if you're the first group (I can't remember if there are already NPC groups on campus).
