The number is usually Total or the average current NPCs size, which ever is larger. So let's say that Total is 180 but the average chapter size is 190. They may shoot for 190 but they certainly do not have to do so.

I'm guessing that they would want the colony to be about the same size as the average chapter size at Bama. This is how alot of sororities determine how many they will take on for a colony. For example, if the average chapter at Bama has 180 girls, then that's about how many they would like to take for their colony.
Also, colonies generally like to take on a mix of class standings. They are going to want some freshmen, but the colony isn't going to be ALL freshmen. There are going to be some upperclassmen as well.

I'm always surprised whenever I see a gal from Hawaii on a 'Bama bid list.
There was one last year (can't remember where she pledged) who came from a HS in my neighborhood. The gal who went ADPi this year went to my alma mater's sister school. Congrats to her and to ADPi! She'll have a bunch of alum sisters to get a hold of when she comes home!

Or possibly average chapter size, whichever is greater.

Not sure how much this means, but the Alpha Phi rep my daughter spoke with said they weren't going for any particular number; they were going to take the ones they wanted, whether it was 2 or 200.

I already commented on that. I don't think any of us believe Alpha Phi would seriously consider taking two new members. That's ridiculous.
On the other hand, I have no problem believing that the general sentiment/rhetoric behind that statement is absolutely true for Alpha Phi.
Frankly, I believe they are going to possibly have 400-500 potential new colony members based on some of the things I've read here. Certainly at LEAST 300. They are going to have plenty of room to be selective and take the girls they really want - which frankly, as we can all figure out via common sense, is probably going to be a larger number rather than a smaller one.
