Perhaps a guy who was being rushed outside of a normal rush. (i.e. say mid semester or maybe before the summer) And sometimes, an out of town buddy of one of the members - who happened to be visiting - might be on the guest list.

Basically, unless the party was an open rush event, then it would be for members and their invited guests.
