I lived in NO for many years. Tulane is certainly not on the level of an Ole Miss or Bama. The most "southern" house on that campus is Chi O--that is where your deep south girls pledge.
More than a few NPC chapters have folded within the last 10-15 years--AOII and Phi Mu, for example--those two being very strong elsewhere in the South. Rumor was that another NPC group was also on the way out but I am not going to say which one was mentioned because I do not have any official info to support this... . I heard it from a Tulane alum.
Not sure where things are post-Katrina, but the word I got was that the Greek system overall is going through a rough patch. SAM is now gone and that was one of the big fraternities.
