To the OP: all you can do is try.
The number of groups doing COB/COR is pretty small and I'm not exactly sure which groups are participating. There are two groups I think are under total but I'm not sure. Both groups have excellent sisterhood and a history of accomplishment on campus. Both took excellent pledge classes this fall and I would wholeheartedly recommend membership to any girl to whom either group offered a bid.
You could also wait until fall and try formal. Some juniors do get bids although they are few in number and usually have friends already in the groups to which they get bids, IME.
And according to GC news, the campus panhellenic has started the expansion process. So it's possible that you could have the opportunity to join a new colony depending on how fast that process goes.
