I think I get it. The PNM can list more houses than prefs attended as long as they are houses that she regretted. If they released her then that's it.
I don't think it's a common practice on my campus to list girls who didn't attend your prefs, if it even happens at all. For the last 3 years we haven't even taken any girls from our 3rd (last) list-if we have a rough rush this will be good to know!
