Well, the taxpayers of the state of Georgia (or maybe more accurately, the lottery players) are paying tuition for the HOPE students, and with no one really paying attention since they don't pay out of pocket, tuition per student is up.
But yes, out of staters and the students who don't keep the 3.0 once they are there pay tuition themselves.
