Before I answer, I want to clarify some terms for reference.
Sorority Alum - Alumna of a sorority
Chapter Alum - Alumna of that specific sorority chapter
Anyone can write a letter of recommendation. I have seen letters from guidance counselors, priests, etc… It really can't hurt. However, the acceptance of those recommendations truly depends on the chapter and the inter/national organization's procedures. A sorority alum can write a recommendation for any chapter of her sorority. Although like ladybug1116 said, a chapter alum may hold more clout.
The bottom line is if a PNM really shines, an alumna will be found for a recommendation. I have seen several girls pledged to a few chapters who didn't have that particular recommendation going into recruitment. However, based on her personality, grades, and letter from a guidance counselor, an alumna was found to write an official ABC recommendation.

On the old rush threads, this question was asked and the answer would seem to be- Anyone can write a rec. For a few of the sororities, they will have their alums write it IF you're rushee "blows them away". This would NOT be one of the stronger houses as anyone expecting a bid from the top half should be well aware of protocol at LSU. However, I'd have to say that the person writing the rec has some impact on the invite to the second round. Beyond that, I think it would depend on the pressure the alums can exert on a chapter. A girl from our area pledged what some have refered to as the top house at Bama.
HOW (grades-personality-involvement-natural assets all in the minus column-but a good dresser!) is beyond me. I do know WHO wrote her rec AND flew to her initiation. So, I can only wonder.
