At the campus where we just colonized, the local Panhellenic decided to add another chapter instead of raising total due to the small number of sororities on campus. (There are 4, including our colony). The chapters currently on campus are all at or over total, and they had a really successful colonization 4 years ago with one sorority, so they opted to try it again. I think it really depends on the situation.
I would be willing to bet that many smaller NPC sororities would LIKE to colonize on a campus in the SEC, but probably don't because it would take so many resources that they may not have in place.
